The time has come to reform and strengthen panchayati raj so that it can take forward rural decentralisation in a creative and constructive way.The current state of affairs in rural India is not at all satisfactory. In some villages the sarpanch/ pradhan is a dictator who dominates the entire panchayat system. In other places the panchayat secretary becomes the big boss. And in yet some other rural pockets the sarpanch and the panchayat secretary in cahoots rule the roost.Instead, each ward member should be appointed as a pradhan/sarpanch for about six months in rotation.
