The future of hawkers or street vendors and prospects of a reasonable life for those living in urban India hangs in limbo. A bill to lay down a clear regime for hawkers which will give them legitimacy and free them from harassment by the police was tabled in Parliament last year and has been passed this year by the Lok Sabha.But it is yet to be passed by the Rajya Sabha.
